As for why they haven't it varies. We tested it on our settups, we have 4 identical computers which maks for pretty goo bug testing on things like this. WebTurns out if I reduce the number of vehicle mods I have installed the game loads. When the mod count is higher than 6 mods it has infinite loading screen. I tried changing the gameconfig.xml and the one you can download in 5mods doesn't do anything, the vanilla one makes the game crash obviously. I tried reinstalling the game.

I'm pretty sure if you are running a "mods" folder added by OpenIV, you need to update the .rpf file from the "new" updated file. In other words, GTAV is looking at that "modified" file in your mod fold, which is not updated, and contains your mod files. Ergo, it is not loading.
